'99 LAND ROVER DISCOVERY Series II Hood Latch

out-of-order? There was recently a cold-snap where I live and when I went to open the hood, I pulled the latch and felt the "pop" like normal but when I went around to the front it had not moved and I assumed it was merely frozen shut by melted and refrozen ice. Since then, it has thawed but it is still locked but there is slack in the lever and it has no effect.I called the nearest dealer's service dept. and the mechanic suggested accessing the cable from outside the firewall from below and that if that didn't work I would probably have to remove the grill and incur damage to it in order to open the hood. He described my problem as "major."If anyone has any other suggestions or more advice on how to proceed in this manner I would be most grateful.Oh, and to make matters worse, my battery is dead and I can't drive it to a shop because I can't use jumper cables. The guy at the shop said those things that connect to the lighter power source could fry the electrical system. Is that a high risk?

what repair shop said is true except no matter what you will need to replace the cable and adjust it

i own a repair shop,and take it to a small repair shop,and have them rig it so you can get the hood open on it until you can get a new cable for it,they will know how to get in it without doing any damage to it at all,this is a major thing, because you need to be able to gain access to it at all times,but any shop can help you with this with out damaging anything on it,good luck,i hope this help,s.
